The Ministry of Industry and Advanced Technology (MoIAT) follows the e-participation guidelines provided by the Federal E-Government.

E-Participation Policy

The Ministry of Industry and Advanced Technology (MoIAT) believes that digital participation is a key channel for strengthening partnerships with stakeholders, including investors, manufacturers, industrial companies, entrepreneurs, suppliers, and members of society. This contributes to the more efficient and proactive development of industrial services, policies, and initiatives. This policy reflects the MoIAT’s commitment to enhancing transparency, improving the quality of government services, and engaging stakeholders in shaping initiatives aligned with the National Strategy for Industry and Advanced Technology, the “Make it in the Emirates” initiative, ICV Program, the Technology Transformation Program, industrial resilience, and industrial quality infrastructure. The policy, overseen by MoIAT Government Services Department, aims to organize digital participation through official channels, ensuring a secure, effective, and interactive environment that allows stakeholders to submit opinions and proposals while helping the Ministry develop more responsive services and initiatives.

Objectives of the Digital Participation Policy

  1. Enhance stakeholder and partner engagement in developing services, initiatives, and policies related to the industrial and advanced technology sector.
  2. Support data-driven decision-making by collecting and analysing stakeholder feedback on services, programs, and initiatives.
  3. Improve the experience of investors, manufacturers, and stakeholders by identifying challenges and opportunities for service development.
  4. Strengthen the competitiveness of the industrial sector by involving companies, suppliers, and investors in developing industrial and digital enablers.
  5. Support the goals of “Make it in the Emirates” by opening digital channels for dialogue with diverse target audiences.
  6. Promote industrial resilience and supply chain sustainability by engaging the private sector in identifying challenges and opportunities.
  7. Raise societal awareness of the role of industry and advanced technology in sustainable economic growth, quality job creation, and improved quality of life.

Scope of Application

This policy applies to all digital participation tools and channels provided by the Ministry of Industry and Advanced Technology, including (but not limited to): digital consultations, opinion polls, surveys, forums, the “Sharik.ae” platform, Agentic AI solutions, stakeholder councils, digital and hybrid sessions, official social media channels, feedback forms, interactive content, and any future channels adopted by the Ministry. It covers all contributions, opinions, proposals, and comments submitted through these channels, whether from within or outside the UAE, via computers, smartphones, tablets, or any other digital means.

Target Audience

The policy targets the following groups: industrial investors, manufacturers and industrial companies, suppliers and SMEs, industrial and technology entrepreneurs, strategic government and private sector partners, national talents, youth, students, researchers, Emirati women in industry and technology, academic and research institutions, and the general public.

Principles of Digital Participation

The Ministry is committed to the following principles:
  1. Transparency, clearly stating the purpose, target audience, and expected outcomes of each consultation.
  2. Inclusiveness, providing equal opportunities for all relevant stakeholders.
  3. Focus on Impact, linking participation to tangible improvements in services and policies.
  4. Respect for Opinions, treating all contributions objectively and respectfully.
  5. Data Quality, conducting systematic analysis to support data-driven decisions.
  6. Privacy Protection, safeguarding personal data in accordance with UAE laws.
  7. Responsiveness and Continuous Improvement, following up on feedback and communicating outcomes when possible.

Participation and Publishing Rules

The Ministry welcomes constructive and relevant contributions. It reserves the right to reject or remove any content that includes abuse, illegal material, misinformation, commercial advertising, harmful links, personal or confidential data, or irrelevant/off-topic comments.

  • Clearly communicate participation objectives and timelines.
  • Analyse feedback objectively and link it to service development.
  • Protect personal data and ensure transparency regarding its use.

Participants’ Commitments

Participants must provide constructive, relevant, and respectful contributions, comply with UAE laws and values, and avoid misinformation, abuse, spam, or unauthorized commercial use.

Privacy and Data Protection

The Ministry is committed to protecting the privacy of all participants in accordance with UAE laws. Personal data will only be used for analysing contributions and improving services, unless otherwise stated.

Languages

Participation is primarily available in Arabic, with English or other languages provided when needed to serve local and international stakeholders.

Response and Interaction

MoIAT reviews all relevant contributions and works to incorporate valuable proposals into its development plans. While individual responses may not always be possible, all pertinent feedback is considered in analysis and decision-making processes.

The Ministry reserves the right to delete any content that could be interpreted as:

  • A threat to security
  • Use of profane language
  • Violation of the privacy of others
  • Violation of local laws
  • Offensive, obscene or defamatory
  • Spam
  • Biased against any segment of society based on race, color, nationality, religion, social status, etc
  • Includes collective or political discussions
  • Breach of intellectual property rights
