Metrology: A vital mechanism for industrial and economic growth

Metrology is among the most crucial elements of a robust quality infrastructure, and is therefore a key pillar of the National Strategy for Industry and Advanced Technology. The field has garnered international attention because of its direct and indirect impact on the growth and competitiveness of all industrial, economic and commercial sectors.

The Ministry of Industry and Advanced Technology (MoIAT) is working to strengthen its local, regional and international leadership in metrology. It aims to achieve this through collaboration with federal and local government entities and our partners from the industrial and private sectors. Our endeavors are aimed at empowering different sectors with quality infrastructure that enhances the national added value of national industries, thus facilitating trade.

In the industrial field, metrology is a key element in improving product quality, increasing product competitiveness across local and international markets, as well as reducing production costs and waste resulting from measurement errors. In 2016, the ministry developed The Technical Regulation for Quantity of Product in Prepackages, which helped producers reduce financial losses resulting from waste of raw materials, and ensured accuracy in product weights and quantities for consumers.

For example, a study conducted by the ministry in collaboration with a national natural juices factory in 2022 found that correcting a 15mm measurement error in bottles contributed to annual savings of AED 6 million. It is clear from this example that metrology positively impacts national industries, enhances consumer confidence in local products, and attracts industrial investments.

Moreover, it contributes to meeting the standards requirements of production lines enabling the industrial sector to enhance the quality of its products and services. This includes managing measurements such as temperature, humidity, weight, and size for products, ensuring their compliance with local and international standards. Consequently, this facilitates obtaining the required certifications for export and ensures smooth access to global markets.

The UAE adopts the best international best practices in scientific and industrial metrology. It was among the first countries in the region to sign the International Metre Convention in 2014. It has also joined the Mutual Recognition Agreement for Measurement and Calibration Results. The country garnered international recognition for a significant number of national measurement and calibration capabilities, a total of 17 published in the International Bureau of Weights and Measures database in 2023.

In line with sustainability targets, and through the ministry's coordination and integration efforts with the concerned federal and local authorities, the Cabinet adopted the Technical Regulation for Monitoring Air Quality Measurements in 2023. The regulation directly contributes to improving the efficiency and accuracy of measurements of air quality elements such as ozone, carbon dioxide, nitrogen, sulfur dioxide and other environmental pollutants, in cooperation with accreditation bodies and local environmental departments. This is also achieved through national-level testing programs to improve the efficiency of environmental measurement laboratories and environmental monitoring stations in the country. MoIAT also actively participates in the National Air Quality Agenda 2031, in cooperation with the Ministry of Climate Change and Environment, as well as other national entities.

I would like to highlight the efforts of our partners from the federal and local government sectors, as well as the private sector, for their role in raising awareness about the importance of metrology. This is in addition to its role in enhancing the competitiveness of our products and markets, encouraging innovation, and continuously updating standards, measurements, and legislation in line with the latest global advancements.
